SCADD and the Kurdistan Ministry of Education join efforts to strengthen inclusive schooling and develop internationally certified special education teachers.

Erbil – July 29, 2025 – The Scientific Center for Autism and Developmental Disorders (SCADD) met with His Excellency Dr. Alan Hama Saeed, Minister of Education for the Kurdistan Regional Government, to discuss strategic initiatives aimed at enhancing inclusive education across the region.

The meeting was attended by Mohammad Abu Dalhoum, Chief Executive Officer; Dr. Mohammad Iqneibi, Director of Business Development and Marketing; and Dr. Kani Osman, SCADD Kurdistan Program Director.

Under the leadership of HE Dr. Alan Hama Saeed Salih, the Ministry of Education has introduced a landmark law that ensures inclusive school environments for children with autism and other developmental conditions throughout the Kurdistan Region. This forward-looking policy reflects the Ministry’s commitment to adopting global best practices and integrating multidisciplinary support within mainstream schools.

This policy vision aligns closely with SCADD’s advanced special education framework, which has been recognized internationally for combining academic excellence with clinical application. SCADD’s approach integrates practical, supervised training with internationally accredited standards, enabling special education teachers to achieve measurable student progress and professional certification. Together, SCADD and the Ministry aim to embed this model within the Kurdistan education system, ensuring teachers are equipped to meet the needs of every child while upholding world-class educational benchmarks.

Discussions focused on building local capacity in Applied Behavior Analysis (ABA), Speech-Language Pathology (SLP), Occupational Therapy (OT), and Cognitive Behavioral Therapy (CBT) — key domains that equip teachers and specialists with evidence-based skills to support students with neurological and psychological disorders.

“Our vision of inclusive schools is grounded in the belief that every child has the right to quality education tailored to their needs,” said HE Dr. Alan Hama Saeed Salih.

Both SCADD and the Ministry expressed a shared commitment to developing training programs for special education teachers in mainstream schools, aiming to elevate teaching standards, increase student outcomes, and ensure long-term sustainability in inclusive education practices.
